Maybe see <knx.org>. ETS demo is free for <5 devices. Home ~350€ for 64? and Pro is 1000€ for unlimited.
There are always discounts of 30-40% available.
If you go that route, use Knx Switch actuators, heating etc too. I wouldn't build this as a sole input for HA, but as a reliable standalone system that's controllable (also) from HA.
PSU is ~100-200€ btw.

I guess it depends on what you are doing with it. If you go all-in the initial costs relativize.
There are good presence detectors and quite cheap switch actuators (~15€/channel) available. Also DALI gateways are quite common so you can leverage that.
Doing double wiring will almost certainly not work perfectly and cost you more.
How do you mean? Whats wrong with double wiring?
Apart from regulatory issues, knx needs different topology.
Eg. You won't go from a light socket to a wall switch, but directly to the breakers cabinet.
Well, I am planning to use star topology anyway.
It is easier to rewire, and more flexible in the future.

With DALI you can reduce light wiring even more and you'd be able to dimm and have tunable white etc. , but you need something to control that then.

Do you know about a gateway that can integrate Dali with HA? Note: "Dali" and not "Dali2". So far I've tried via an Eltako Dali Enocean gateway (has troubles as soon as you have other Dali controllers on the Dali bus) and via an ADFWeb Dali MQTT gateway (with a lot of workarounds I got it somewhat working, but the gateway creates errors on the Dali bus).
