For further detail, if I return the jumpers as they were before following option 2, and open a serial console before applying power, it writes a single NULL and stays with the red and green LEDs solid on.

if you dont have an emmc you can use any usb to sd/nvme adatper and the pi imager without rpiboot*
but for what its worth ive had some cm4 setups where i had to unplug and re-plug the usb cable a few times to get rpiboot to detect the board, it should only take a few seconds.

*)unless you have an old cm4 that and need to update to boot from nvme.
