Looks like the commit at which the HA fork of buildroot is being pulled into HAOS does ineed have NM at only version 1.34: https://github.com/home-assistant/buildroot/blob/90aa1a6daa52eb2adfa35af955054cd471d0aff1/package/network-manager/network-manager.mk
Upstream BR has it at 1.40: https://github.com/buildroot/buildroot/tree/2023.02-rc1/package/network-manager
Rather than go totally off the rails I'm just gonna use that
