Is this already standardized for Matter/is there a cluster that contains Thread network info? I've been digging for this specifically to get more details debug info on the layout of Thread networks that aren't on OTBR and so don't have the fancy Topology page available

Yeah there is the Thread Network Diagnostics cluster, which has quite some information. See 11.13 in the Core spec (pinned message in this channel).
