Are you seeing a sensor.water in Developer Tools > States? Not sure if it will help, but consider adding a cycle: to your water utility_meter, maybe monthly will get that sensor created? The cycle value is optional, but no default value is listed. Also, if you don't add a tariff I don't know if HA creates the sensor for you. I've not tried anything as brief as you have here.
