I think you could use the new local calendar for this instead. If you have a calendar and an event on it, and you use that as your trigger, when you reboot, then the event will be "on". So your automation would run. I haven't personally tried this, so you'd need to test it out during a reboot. Based on the helper alone, I think if home assistant misses the scheduled time due to a reboot or it's off, it will not run.
