If you look at the datasheet linked to on that page, you'll see in the "Options" that you can get a "remote volume pulser" for it, which I assume is the remote reader you mention, here's some examples: http://barchard.com/wp-content/uploads/2018/07/Elster-Pulsers.pdf
It looks like that thing makes your meter smart, but for your gas company not you.
Unless that device has an LED emitting pulses, I don't think you can do your own readings. Theoretically you could tap into the wiring and listen to the same pulses, but you will very likely get in trouble with your gas company if you did that.
