You should stop mixing different tutorials, follow a up to date one if you feel confident and follow that through. Everything else will leave you with a big mess

i assumed by going to the HA website that those guides would up to date but they dont seem to be. I work in IT Support so i'm big on testing all options.

the documentation give a rough idea of how it's supposed to run, but given there is a sea of hypervisors out there it cannot possibly give all the correct steps for everyone
a lot of people like proxmox, maybe you have better luck with that

following this upon starting the VM didn't do anything either
i got in with root and ran the install command

so you might want to start from scratch as I suggested earlier. and use proxmox instead of rocky linux
