Scenes set a given list of entities to a specific state, you can't make a generic scene
You could use https://www.home-assistant.io/integrations/script instead, since you could pass the entities you want it to operate on

It sound like a missed opportunity to not allow generic scenes as this could be a really powerful tool. But that's correct, I'll do it with script for now and maybe someday it'll come with an update ^^

Scenes do exactly what they're designed to do, really well

You can use all the hue apps with emulated hue, the official hue app gives you scenes/moods with color palettes, can also extract them from a image
