CC led can be dimmed by amplitude. There is absolutely no flicker but dimming range is limited. There are drivers doing amplitude and PWM (in low dim range) - often called hybrid dimming.
For DALI controlled have a look at eg. Osram OTi or Eldoled drivers. Afaik there are also KNX controlled to be available soon.
