@kindred rune rpi 3B+ is the latest model that supports USB Boot. keep that in mind. Although USB Boot will someday come to the rpi4B it's not here yet. If your looking something right now that can handle something like Plex, your best bet is a Nuc.

I have a stupid question. When people talk about layers in a network, is the terminology always the same? Like is a switch always a certain layer or does it depend on your setup?

Big "it depends".
For example a switch might be just layer 2 in that all it does is fling packets around the place, but you can get layer 3 switchs which act as gateways or do various forms of routing or QoS.

@orchid rose If going with NFS, for your own sanity go with NFSv4 as it only requires a single port to work.
Older versions require rpcbind and helpers on firewalls etc. which just causes pain and loss of even more hair!

I tried following this: https://openwrt.org/docs/guide-user/services/nas/nfs.server but I have no idea what anything past the vi line means. Adding a line in /etc/exports shows up in Kodi (on Ubuntu), but not accessible so I assume it's not pointing to any location

From what I can tell it can happen if it is on a encrypted filesystem, but I've never tried exporting something in /mnt before, try making a /export folder and mounting the drive there then exporting that 
So
umount /mnt/usb-ntfs
mkdir -p /export/usb
mount /dev/sdxx /export/usb
And edit your export accordingly
