I would go with a nuc/pc or an rpi3B+ with usb boot for any kind of data logging build. the rpi4 does not support usb boot atm and the more accesses to the sdcard you allow the quicker it will fail.

now with that said, you would still get some time out of the sdcard, it wouldn't just die in a week (I would hope) or anything but for the long haul you want a an actual drive, not sdcard

if all your logging is energy for the majority then sdcards should hold up (provided you get a decent brand) for about year/year and half(more or less). usb thumb drives won't yield any better reliability or longevity. Personally I would advise against an active cooling case for such a device on the grounds that it won't need it (unless you plan to put this sucker where ambient temps can reach above 80F).

Pi's are pretty robust more so than most give them credit for but they can fail and that's usually due to user error more than hardware for the simple fact that someone doesn't think ahead. I would still use an rpi3B over an rpi4 in your case regardless what anyone thought for many reasons but that's just me.
