Plex will cache, if it has to transcode. I try to get my initial encoding right so that's not typically a problem
Though, lower power Xeon server draws less power than the thing it replaced, despite having more than twice as much CPU power...

Only problem I ever had with plex was a few weeks ago when the internet went down and I couldn't watch my local media.
Apparently, you can set it up for offline access, but only when online.
