#Plugins are not loading

My plugins are not loading except Exiled and plugins with Exiled API. I tried to do everything according to the guide, plugins in the plugins folder, and they don't load, I tried to throw them in the plugins/(server port) folder, the same problem. Dependencies are always just loaded without plugins.
