All of it in Blender, model, armature, weight painting, UVS. The textures were done in Clip Studio Paint. The actual gif was actually in Unity along with some UTS2 shaders.

I haven't used any other modeling programs so I can't say for sure, but I find rigging in Blender to be one of my favorite parts of making a model.
