A more likely system that is a bit more SCP:SL Lore friendly is this
Red: Online and sending data (CASSIE can intercept this data to track SCPs)
Blue: Online and remotely controlled via the network (Motor systems can be activated to rotate the camera)
Orange: Online and remotely accessed via the surveillance room (Identical to the Blue setting, however the data is encrypted into a unique channel)
Off: Power loss, cannot send or receive data

you can't have an object described as the dev console of reality then set arbitrary restrictions on how it's used because it would mess up the plot you want. It's cheap writing

one idiot tried to rotate it to have a better look at the runes that are inscripted on the "blackish crystals" that floats around it, and the thing started to shake like it was goinf to explode, and to avoid any damage, he rotated it back to it's original placement, you can move it around but you can't rotate it

How about this: The effect is memetic and puts users into extreme distress and fear. It implants the idea that "Continuing to use this too much will cause the universe to collapse!" despite being baseless with no evidence the user avoids using the device until others become too greedy and use it all up, ending with a climactic panic to both stop and keep using the device while everyone is under the memetic effects. It becomes an all out brawl and bloodbath ending with the device being used up and just as they think everything will cease to exist. Shatter the objects breaks apart meakfully and the true nature of what this object was doing is revealed.
