In my opinion, the extra 1000 complexity for verified creators is a kinda "good job" for those who have created 2 superb maps, and since they earned that extra complexity through their own hard work they should be able to use it, including in building competitions, besides, the extra complexity is available for everyone who tries hard enough to earn it!
