This seems to be normal behaviour? "Plant cloth" is under "Other materials".

I'm confused - shouldn't pigtail bags fall under Furniture->Type->Bags as well? Maybe I'm misunderstanding the stockpile filter. Is it an "AND" or an "OR"?

Yeah it's AND. You have to enable the item type AND the material it's made of.

Interesting... but this works fine if I only specify Plant Cloth, and do not specify bag. ??? It only breaks if I only specify bag and not plant cloth.

Yeah how DF stockpiles handle stuff can be a bit opaque at first. XD

So it sounds like I need to always specify 1) the type of item, 2) the material, 3) the core quality, and 4) the total quality, in order for stockpiles to filter properly
