The difference between the active and inactive burrow icons is not self explanatory. And, due to dwarves not always reacting quickly, it's very hard to tell which is which. It might also help to somehow change the way the burrow tiles are displayed.
My mind expects it to be a play/pause icon because it looks like a pause icon but I'm not sure that would be totally clear either.
