Lots of new peeps are getting caught by their brewable plants and brew itself being cooked, it would make more sense if these were banned from cooking by default like seeds are already.

Not just new peeps! I've been playing for a decade and I couldn't figure out how (my own fault, obviously).

If cooking dropped seeds too it'd resolve a lot of these surprise problems - not sure if that's feasible though

I third this. I'd rather have cooking drop seeds, but not cooking booze by default would be a nice middle ground.
