I'm wanting to diy a control box from scratch and am getting overwhelmed. Need some advice and guidance if you can

If you want to go with a DC throttle, you can find several YouTube videos if you search "dc throttle for model trains"

You can add a DCC board to almost any engine.

Does it wire in or manually move controls?

If you are just running a single engine, just use DC. But if you want several DCC is the way to go.

Right now it's just a single 8302 lionel southern, so DC is probably good right now. I also don't have that much track, nor space for track

Low on funds and buying bulk and fabricating my own parts is cheaper for me

Personally I haven't built one. I generally don't like to play with high voltage stuff.
