columns are inputs and raws are outputs right ?

all keys in the row would mean, maybe the key shorts the power and col pins ?

I'm not sure, I'm not very familiar with keyboards, you could post a picture of the back of the faulty key to see if we can see a problem with it

I had some solder spill into the OUT hole on R1C4, tried cleaning it up... could that be it?

none of the other keys on R1 cause this to happen, btw

I cleaned up the issues indicated above, also had to actually replace the ribbon cable that was bent. Once I replaced that last part, everything started working!
