the way the exercises are laid out
you should follow a premade routine 
dips are part of pushing
follow the progression charts and do the exercises properly and it will be good enough
at least it'll be better than this routine
if you're bad at dips then you're not very good at pushing
because pushups are a pretty easy exercise
i dont see how this is relevant to you following a premade routine
