I’m curious on how you use this feature do you need save wizard to use the world on console (I don’t know what console it is but I have ps4) or do you just put the world in the terraria file?

This feature allows TEdit to save the world format for consoles. Starting with the PlayStation 4 / Xbox1, you cannot browse the file system without your console being jailbroken. The Nintendo switch also uses this same "console" world format. So while TEdit can edit those files, it's up to you to download / upload them.

So you can’t use htos discord server or save wizard?

Save wizard is a paid software where its devs only support games on their compatibility list. As far as I'm aware, Terraria isn't fully supported and only has small tweaks. So it cannot be used for moving worlds.
Maybe someone on a PS4 server of some kind can help you. Myself, I mostly specialize in PC and had help from an extremely talented developer who helped us crack the encryption on the "console" world formating.
