Could work exactly the same as f key grabbing or right click shortcuts regardless of where dragged to.

How right clicking works:
(a) Both slots empty: slot 1 fills.
(b) One slot empty: empty slot fills.
(c) Both slots full:
-if slot 2 selected-> slot 2 weapon switched out
-if slot 1, 3, 4, 5, 6 or 7 selected -> slot 1 switched out
