I started a new server today, and it's not performing great. I have a 6gb plan, but according to the resource usage panel, the server never goes above 4gb of ram used.

That is fine, your server should never use the full amount of ram. As needed, your server will allocate more as it needs it, but it just wont allocate more than 6gb.

the way ram works is you either have enough or you don't - the server will use more ram if it needs to
if it's still lagging, it's definitely a CPU limitation rather than RAM
