Interesting, you could change mob spawning values in paper.yml to help a but although it looks like someone is loading lots of chunks.

It could be but that will slow the server down since it's currently live

If you are going to pre gen I would pre gen the entire world that players can access.

So I would set a world boarder and gen up to it

If you look at my map (http://142.4.222.103:8010/) you can see that the world is generated up to the edges

Obviously my map has clear boundaries but you should see what I mean
