Iam the adninistrator of my server and i got the friends who are op´s is there a way that they have to ask me to whitelist someone like asking for permission? pebbleeyes

If they are OP they have acess to all permissions, that also includes /whitelist add

You can add a permission plugin where you set specified permissions for each group
