Per-Character saves will not enable

I have per-character saves enabled for every difficulty however when I switch to a different character they still have the same progress as the one prior. I have attempted to delete player data and reset the level several times to no effect.

Hey, are you sure you are using the new Config.txt which replaced the old Config.json file? Because the new Config.txt doesn't have per difficulty settings like old json file had
