I havent messed with spawn tables at all but recently I have noticed that places such as the grocery store or gas station will have just katanas or a construction site with just high caliber ammunition crates and explosive arrows. Does anyone know why this would occur and if there is an easy fix. I have been messing with workshop maps lately.

Based on the screenshot, you've downloaded mods that include custom spawn tables. And these custom spawn tables were not set up properly -- and use the same IDs as some vanilla spawn tables.
You should consider unsubscribing from whatever potentially-broken mods you're using, or reporting the issue to the mod's author if this is unintended/unexpected behavior.
