#Buak - Base Building - placing on vehicles issue

I made a private dedicated server to play with friends- I can't seem to figure out how to enable placing things on vehicles. Also is there any way to disable literally like 90% of the server being "out of bounds" so we can choose where to build lol

make sure you are editing the correct difficulty settings
