I don't think you can change that. There's no such property in the documentation, and looking at some gasmasks/filters examples of other maps I couldn't find any property they used to make them last longer. I guess we're stuck with the default 250 seconds

gasmask use speed is hardcoded, no way to change it currently other than using a plugin server-side
