I go to steam>view>servers>add server by ip>connect

I use the IP that playit.gg gave

Playit.gg gives local and shareable address when using local only i can connect to the server and get to it but using shareable i run into the error

If you're on the local network you can't use the latter, that's expected behaviour

other people should be able to use it still

I think the only time I've seen this issue is when a server is being DDoSed.

That obviously isn't the case. 🤷‍♂️
