Change the origin position from Center to Pivot (Top Left) in Unity and adjust the positions accordingly. For example make sure the wheel model is at 0 0 0

Then move the parent Wheel_0

Remember stuff will rotate around the parent (Wheel_# Yaw Pitch

So if you dont want them to move around and stuff and just rotate make sure to place the turret models at 0 0 0
