I grabbed wrong version sorry
The issue is you are using the wrong version, im just trying to grab the right one for you
The current Unity version for Unturned is 2020.3.38f1 LTS (Long Term Support)

That should fix it
If you use a newer version of unity then unturneds version its incompatible

And did you just replace the texture of the shirt in example assets?

Try copying the example asset shirt file, and pasting your texture over the shirt texture in an image editor and re-bundle it? (Unless thats how you did it already)

Did you re-import the assets into your project or did you use the imported ones from the wrong version of unity?

Unturned is weird, sometimes you can have a bunch of mistakes and it just works, and other times one tiny thing will be off, sorry bout not being able to help you myself
@warm tulip Do you have a "Shirt.png" texture in your unity export folder?

Actually i have a question
I see it looks kinda like there is a head part, does this work? I always assumed i needed to use a mask item in the shape of the players head 
Im not sure exactly how to do, but one step is you will need is a separate texture of just the parts you want to glow
In emission/color yo can add a texture
Cut the parts that you don't want to glow
and it should work
