You say you are using Vortex, so why don't you use Vortex?

Instead, you copied mod folders into the Subnautica_Data folder, where they don't belong.

If you want to rather install mods manually then copy them into BepInEx\plugins

There i have changed the mod folders into beplnEx\plugins

It didnt work i dont get the mod settings when im in the game

Why don't you install the mods with Vortex?
