Every once in a while, when I try to log in for the first time, I get this message. It only happens occasionally, and I’m still able to log in on my phone without any issues.
Could this mean someone is trying to brute-force my password, or is it more likely just a temporary login issue?

It's most likely just a temporary login issue, it happens to legacy accounts quite often
This is a known error message commonly associated with periods of high traffic that may prevent users from logging in.
For the most part, simply waiting a while will resolve the issue. Repeated attempts to log in can make the situation worse, so we highly recommend waiting at least 30 minutes between attempts if you receive this error.

Logging in on mobile works because it uses the newer login flow, the same one the Jagex launcher uses
