Title. There's a bunch of cool or funny looking equipment that has terrible stats so you'd never bring it to pvm. Let me change the appearance of my gear to items currently stored in my poh/bank/stash units. Youd go to a npc (maybe the makeover wizard?), select the item you want changed, then slect the "skin" you want from your available options, and now your item looks different. Kinda like the fashionscape plugin except that one is clientside only and lets you pick ANY item, not just ones you own

I think being able to see what someone is actually using is one of the most important elements of the game, especially for anyone who's new to the game or otherwise learning from other players. In addition to it being important for a coherent experience (e.g. when fighting people are wearing armour, not a beach outfit or something else that just doesn't make sense).
There's a lot of lessons from RS3 to be had here, all of which point in the direction not to implement such a system. A plugin for personal use is an ideal solution for anyone who does seek this.
