Just like run regenerates during the time you are walking, imagine being able to have the same effect with prayer. So the next time you are doing PvM and run out of prayer instead of hitting a dose of prayer pot. You could just wait for it to slowly restore.

Because prayer is a resource you have to actively plan around and interact with the game if you want to restore it. Not everything needs to be afk

Given the plethera of options to restoring prayer both in and out of combat, there's no reason to add a passive regeneration for prayer. Not to mention that's the main purpose of the regeneration potion.
The thumbs down is because this is both a very bad suggestion and the post has zero effort put in.
