Dragon sheets arent necessary, most of the people who already hit 99 didnt upgrade their boat with dragon facilities. Pretty sure what I heard was that rosewood tier ship upgrades are supposed to be for the people who throw bils at things like nothing, same deal as fully upgrading a house.
