Prevent Repair Kits at Full Boat Health

This is primarily a concern when Salvaging and receiving repair kits as loot but also applies to combat or any other time you might have repair kits with you. It is easy to accidentally apply repair kits and completely waste them. Make a chat message that says, "Your boat does not need repairing."
