This is an extremely jokey quest suggestion where the nonsensical systems for the games Banking and Tax systems are explained to players. Have the set up be that Death found a discrepancy in some paperwork for a person's death tax and needs you to run around the different financial institutions to figure out how much is actually owed. When the player asks why it's so important that we make sure it's accurate have Death explain the importance of a functioning economy.
Honestly just make some nonsense up about how Death Taxes help to fund public services like corpse removal, item recovery, city guard recruitment and training.
Talk about how the Bank of Gielinor functions and opens new branch locations from making interest off of deposited gold by reinvesting it into small businesses or making major loans to the various kingdoms.
Explain the GE tax in game as how most public works are being constructed, helping to fund projects like the upcoming expansion to the ports or subsidizing travel on the merchant Charter Ships. It stabilizes trade and lets rare resources flow more freely.
At some point make fun of Ironmen and Ultimate Ironmen as being seen as tax evaders by some NPC's in game, looked down upon for not contributing as much to the economy. Throw in some extra joke dialogue if the player is also an Ironman account.
Have the player running around matching forms and paperwork until we find out the culprits for the fraud are a group called the Cor-Pirates and they're planning a hostile takeover of Death's Domain. They plan to sue him in court for damages from the miscalculated death costs they generated from the fraudulent paperwork they've snuck into the various financial systems and take his Guardian of Guthix powers as collateral.
