I think the idea could use some work but I think it's a great starting point.
Like really the last thing I want is for dds get buffed and abyssal dagger to become even more useless lol

While a cool idea, I agree with AO. Some specs are already obscenely strong while others are pretty worthless.
It may be better to treat the Hilt as an "Aghanim's Scepter" upgrade a la Dota 2. In other words, it provides bespoke, unique benefits to each weapon tailored specifically to that weapon's needs and potential niche. So for the Dagger it could instead buff the weapon's stats for continuous combat or do something with poison application rather than buff the already-ludicrous dds spec.

Definitely open to changing, just felt like it could be a cool starting point for a drop that would fit with the Dragon Weapon idea without claws on the table
