if it was locked behind 99 construction, it mainly just devalue the crafting cape so idk
definitely more impactful for irons than mains, because as a main if you can afford 99 construction, you can probably afford 99 crafting
but as an iron, you'd be able to get 99 construction and ignore crafting
I think it would probably be technically balanced if you also needed 99 crafting along side 99 construction
the benefits would then be you're saving an inventory space anywhere you'd bring both and use both the crafting and construction cape
