Salamanders are a meme even from jagex's perspective, requiring them for various CAs.
Some various ways to improve upon them are:
Etc..
Just increasing the tier and changing the accuracy/hit is likely not enough to see these guys used other than CA memes.

Ironically because the CAs exist is why I believe Jagex won't add any meaningful interactions to any new sallies
(More reasons why CAs are a bad system that throttles the games development to begin with)
Wouldve been cool if we could upgrade the low tier sallies to the highest tier and have each with an unique effect to give them at least one use case each

Agree a tile range of 2 would be intuitive & sorta useful

eg. black sally would have aoe attacks, giving a weaker melee aoe that isn't scythe and isn't a spec, for example
A good, meaningul purpose even if not powerful can make any old item desireable
Jagex doesn't believe in that though

They're kind of hard to balance given they're extremely cheap / easy to access. A tradeable ring reward from doing hunter contracts could buff them & add an associated cost
ie "wear this ring to increase max hit by 50%"

Yes but again, there's no easy to access, reliable melee AoE, so if Jagex would rework Sallies instead of just slapping one new tier (which is welcome, dont get me wrong but also buff all sallies you cowards), then it sets the baseline of what a weak melee aoe is
And something down the line can be harder to get and objectively better

Just because I suggest something else / change conversation doesn't mean I don't think an AOE melee effect is also a cool idea. It is
