it's just some prehistoric item that was chosen to be a reward on some pirate themed town because at the time jagex couldn't come up with anything better. Pirates have nothing to do with agility. And this is just some vanity suggestion... bottom tier priority. Not like a pirate hook would make you more agile in the first place so... zero logic there
