Reproduceable bug : Troop Disband - Local Fertility Festival is not working.

Sequence :
Have a land with 500k pop
Move in 2k troop from other province
End Turn
Disband 2k troop, thus we have 700k pop
Perform Local Fertility Festival 700k + 20% = 840k (visual showed this correct number)
End turn
Have 800k pop instead of 840k

Edit : if you perform the Local Fertility Festival AFTER disbanding then ending turn, it will work properly and we have 840k

Seems the sequence of actions matter

Basically if we disband troops to add population, the additional population will not count toward fertility festival until the next turn. Question is, is that intentional? It seems like a bug to me. It should count based on the visual.
