Even on this fasttrack oil powerplants don't auto-deploy and are instead completed as inactive. Is there a solution in the works?

Just catching up on this thread. Are you saying that the power facilities at 381,425 stayed offline when construction was complete? That does sound like ticket 36555. I loaded your savegame and I was able to activate those powerplants. If they "failed to come online", we'll be on the lookout for a savegame from before they completed construction. Staying offline sounds like a symptom, we'll need to look for the cause.
