The Kestrel, at the moment, is in a bit of a ditch. By giving it an air-to-surface radar that could be equipped in the gun slot in lieu of the M230 or GAU-8/A, it could effectively detect ground units through clouds from altitudes unreachable by the 94, making it into something of a force multiplier on ground-attack heavy missions.
