add a new creative only tool that removes anyones reinforced blocks, to make it easier on admins who need to stay in survival for any reason to prevent the need of constant gamemode switching

It’d have to be retrieved in either creative or via command line, so I’m not sure this would help

But if admins have to switch into creative mode with or without the tool, what’s the point of the tool?

I don't think this is useful. If admins need to stay in survival, they can use the fill command to remove reinforced blocks. Some kind of command would be necessary anyway,
